Filter the notes that exist. A level filter keeps zones with no published band on the list, so a gap is not mistaken for a zone that was never added.

The Skyborne starting island, levels 1 through 12. Blizzard has published the setting, the crisis, and the faction split. A partial quest-name list exists for one village. A full hand-in route does not.
Open guideBlizzard says the original starting areas are still where non-Skyborne characters begin, and that those areas now carry extra quests. The extra quests are not listed in the public pages used here.
